In case you want a visual to display even the rows/columns which has no data in it, you can achieve the same by following the simple steps as shown:
Step 1: Select the visual for which you need to display items with no data and click on the "Add data and build your visual". In this example I have chosen the List of Open Jobs visual to include jobs which hasn't received any applications yet.
Step 2: Now right-click on the "Job Number" field and click on " Show items with no data"
Similarly, you can follow these steps to show items with no data in any Power BI visual.
